Daunting Challenge of Enhancing Operational Support for Sustainable Waste Delivery in Ethiopian Cities

In the bustling urban landscape of Addis Ababa, Ethiopia, the challenges of rapid urbanization and escalating waste generation have reached critical levels. With an annual waste generation rate soaring at 5 percent, the city is grappling with the urgency to establish effective and sustainable solid waste management systems. Stepping into this crucial arena, the Tokyo Development Learning Center (TDLC), in collaboration with the World Bank, has initiated a transformative project to provide essential operational support, introducing innovative solutions and bolstering capacities for improved waste management.

As cities globally contend with a surge in waste generation, Addis Ababa’s struggle underscores a broader trend. In 2016, cities produced a staggering 2 billion metric tons of solid waste, a figure projected to surge by 70 percent to 3.4 billion metric tons by 2050. Effective waste management is not only a financial challenge, often consuming 20 to 50 percent of municipal budgets, but it is also a critical aspect of building sustainable and livable cities.

Ethiopia’s recent economic growth has triggered rapid urbanization, amplifying the pressure on the country’s infrastructure and municipal services. In response to this mounting challenge, TDLC initiated support through the Integrated Strategic Development of Addis Ababa ASA project in 2019. Recognizing the need for a multifaceted approach, representatives from Ethiopia engaged in a Technical Deep Dive program on solid waste management hosted by TDLC in November 2019.

Impressed by the knowledge acceleration program, Ethiopia sought ongoing operational support from TDLC to address the existing gaps in its waste management systems. TDLC’s comprehensive assistance includes gap assessments, specialized training for city officials, and strategic recommendations for solutions and priority actions. The overarching goal is to fortify solid waste management systems and build essential capacities to meet the city’s evolving needs.

Central to TDLC’s operational support is the solid waste management gap assessment report for Addis Ababa, produced as a result of data analysis and needs assessment. This report serves as a blueprint for enhancing delivery mechanisms, with a specific focus on fortifying short- and mid-term waste management capacities within the city. Moreover, TDLC provided crucial advice on implementing Japanese Quality Infrastructure Investment (QII) principles, tailored for urban infrastructure and service delivery, adding an additional layer of strategic guidance to the project.

In a landmark virtual training session held in December 2020, the World Bank and TDLC orchestrated a collaborative effort involving over 30 participants from six Ethiopian cities, including Adama, Bahir Dar, and Harar. Beyond identifying critical gaps in the solid waste management cycle, the program facilitated peer-to-peer knowledge exchange. Participants engaged with experts and practitioners, fostering a deeper understanding of cost-effective and feasible solutions. The training also served as a platform for direct interaction with representatives from the national administration.

A standout solution presented during the training was the Fukuoka Method, a semi-aerobic landfill technology developed in Japan. Drawing on case studies from Japanese cities and global implementations in Ethiopia, Rwanda, and Kenya, TDLC’s waste management expert highlighted the method’s success. While currently implemented in select landfills in Ethiopia, the Fukuoka Method holds promise as a scalable solution for adoption across other Ethiopian cities, marking a potential breakthrough in waste management practices.

In essence, the collaborative efforts between the World Bank’s TDLC and Ethiopia signify a monumental step toward revolutionizing waste management practices in the face of rapid urbanization. By providing essential operational support, facilitating knowledge exchange, and introducing innovative solutions like the Fukuoka Method, this initiative aspires to build resilient and sustainable waste management systems. In doing so, it aims to safeguard the well-being of urban populations and the environment, forging a path toward a cleaner, more sustainable future for Ethiopia’s evolving urban landscape.
